I. Who can apply:

Foreigners who meet any of the following conditions may apply for an R (expert) visa:

1. High-level foreign talents introduced by the Chinese government;

2. High-level foreign management and professional and technical talents certified by the competent department of human resources and the competent department of scientific and technological innovation in Shanghai;

3. Senior industry professionals employed by the organizations included in the Shanghai sci-tech innovation occupation list;

4. Foreign experts with a master's degree or above;

5. Foreign experts employed or invited by enterprises in the Shanghai Zhangjiang National Independent Innovation Demonstration Zone, China (Shanghai) Pilot Free Trade Zone, mass entrepreneurship and innovation demonstration bases established with the approval of the State Council, or universities or scientific research academies and institutes in Shanghai;

6. Foreign experts holding a Confirmation Letter for High-level Foreign Talents and intending to enter China on an R visa;

7. Foreign experts and scholars invited by well-known enterprises in China.

II. Documents required:

1. The applicant's original, valid passport and visa;

2. A completed Visa and Residence Permit Application Form for Foreigners, and the applicant shall go to the local exit-entry administration of public security organs in person to take a free photograph, or the applicant who meets the relevant requirement of applying for visa without coming in person shall submit one color identification photo (taken within 6 months, white background, 2-inch, bareheaded, without modification, photographic paper printed, without smears);

3. An application letter issued by the inviting organization (indicating the unified social credit code);

4. Business license or registration certificate of the inviting organization, and, if the business license does not contain its unified social credit code, its organizational code certificate (unless the inviting organization has already been registered, or for repeated applicants with the same receiving organization);

5. Any of the following supporting documents consistent with the reason for application:

(1) An original and photocopy of a high-level foreign talent recognition certificate issued by relevant departments such as the Organization Department of the Central Committee of the CPC, Ministry of Human Resources and Social Security, or State Administration of Foreign Expert Affairs;

(2) A Confirmation Letter for High-level Foreign Talents or Recommendation Letter for High-level Foreign Talents Applying for Talent Visas in Shanghai, or a certification letter issued by the relevant department;

(3) A senior industry professional recommendation letter issued by an organizations included in the Shanghai sci-tech innovation occupation list;

(4) An original and photocopy of the master's degree certificate or above. (If the certificate is issued by a domestic educational institution, the entry-exit administration may, as it deems necessary, require the applicant to have the certificate certified on the China Credentials Verification website (chsi.com);if the certificate is issued by an overseas educational institution, it must be certified by a certification institution designated by the national education authorities or by a Chinese embassy or consulate abroad; if the certificate is not in Chinese, a Chinese translation issued by a qualified domestic translation institution is required.);

(5) A foreign expert recommendation letter issued by the authorities of the Shanghai Zhangjiang National Independent Innovation Demonstration Zone, China (Shanghai) Pilot Free Trade Zone, or a mass entrepreneurship and innovation demonstration base established with the approval of the State Council;

(6) A foreign expert recommendation letter issued by universities or scientific research academies and institutes in Shanghai;

(7) A letter of recommendation and undertaking issued by well-known enterprises in China.

Notes: 1. Well-known enterprises in China refer to the top 500 Chinese enterprises selected by the China Enterprise Confederation and China Enterprise Directors Association, the organizations included in the Shanghai sci-tech innovation occupation list, and the organizations established by the Fortune Global 500 companies in Shanghai.

2. The Shanghai sci-tech innovation occupation list can be found on the websites of the Shanghai Municipal Administration of Foreign Experts Affairs, Shanghai Municipal Commission of Commerce, Shanghai Municipal Science & Technology Commission, Shanghai Municipal Commission of Economy & Information Technology, or Exit-Entry Administration of the Shanghai Municipal Public Security Bureau.

3. Exit-entry administrations of public security organs may, as they deem necessary, require applicants to attend an interview or submit additional supporting documents (such as proof of financial support, proof of change of information such as name, or business operation certificate, etc.). Applications which fail to provide the requisite information within the required time will be rejected, unless caused by a force majeure event.

4. All decisions of exit-entry administrations of public security organs rejecting applications for extension, replacement or re-issuance of ordinary visas, or rejecting foreigners’ applications for residence permits or permit extensions, shall be final.

III. Office hours and locations:

Exit-Entry Administration of the Shanghai Municipal Public Security Bureau (PSB): Monday to Saturday, 9:00-17:00 (except for statutory holidays; Saturdays for document acceptance only)

IV. Processing time:

Within 7 business days for applications with complete documents required.
